Per RenewEconomy, ECMC backed a framework that splits the job cleanly enough to follow:

  • DCCEEW sets technical requirements through a Technical Requirements Office (TRO). That work becomes the CER Technical Code.
  • CENTR — the Consumer Energy National Technical Regulator — is hosted by the Clean Energy Regulator and manages compliance and conformance with that code.
  • A seven-person TRAC (technical requirements advisory committee) supplies specialist expertise government and CENTR do not hold in-house.
  • The federal energy minister is the decision-maker for changes and updates to the Technical Code and the Forward Work Plan. The code is to be updated every two years with ministerial approval.

In plain English: department writes the technical rules, the Clean Energy Regulator hosts the compliance arm, experts advise, and the minister signs the updates.

Not everyone cheered the architecture. Context matters: the Australian Energy Market Commission (AEMC) in 2023 canvassed different options for CER regulation. ECMC did not give the Clean Energy Regulator end-to-end standard-setting. Standard-setting sits with DCCEEW and the minister; CENTR's hosted role is compliance and conformance. That split is the story — not a conspiracy theory.
