National Technical Rules for Solar, Batteries and EV Charging
A national framework for consumer energy resources has been endorsed. What is proposed and what consumers should check.

Energy ministers endorsed a national technical framework for consumer energy resources on 11 September 2026. It sets a direction for more consistent treatment of equipment such as rooftop-solar inverters, batteries and EV charging equipment.
The endorsement should not be read as confirmation that every proposed obligation has already commenced. Implementation details and the requirements applying to a particular installation still need to be checked.
What the framework provides for
The Australian Government’s framework summary describes a National CER Technical Code, a Technical Requirements Office within DCCEEW to maintain that code, and a new technical regulator within the Clean Energy Regulator to oversee compliance.
It also provides for supplier obligations and a national approach to installer accreditation for products regulated under the code. The aim is more consistent technical requirements and better compatibility with the electricity system.
“CER” can mean consumer energy resources in this policy discussion, while the Clean Energy Regulator is an organisation. Keeping those meanings separate makes the proposed responsibilities easier to understand.
What should you request on a quote today?
Ask for the exact equipment models, the installer’s current relevant accreditation and electrical licence, the network connection approval and a clear commissioning and handover scope. A future national framework is not a substitute for the requirements applying to the job now.
If a salesperson claims a new rule makes a product compulsory or renders existing equipment obsolete, ask for the actual rule, commencement date and explanation of how it applies to your property.
