Solar STCs and Installation Dates: Why a Quote Can Change Across New Year

A solar quote signed in December can describe a system installed in January. That matters because the certificate calculation follows the installation date, while the commercial quote may contain its own price-expiry and variation clauses.

Before paying a deposit, ask what happens if installation crosses New Year. A clear answer is more useful than a promise that signing today permanently locks in every incentive.

Separate the installation date from the sales date

The Clean Energy Regulator's calculation guide uses installation year when determining solar PV certificate entitlements.

For ordinary eligible small-scale solar PV, the published deeming period is five years for installation in 2026 and four years in 2027. A deposit date does not substitute for the actual installation date.

Our STC assignment explainer covers the wider certificate process. Here, the practical question is how a quote handles a change in timing.

Four steps behind the quote: Installation: Use the actual installation year; Certificates: Apply capacity, zone and timing; Assignment: Show the value used in the quote
Planning guide. Confirm the current requirements for your installation.

A smaller certificate component is not the same percentage off the bill

Holding the system and location constant, moving from a five-year to a four-year deeming period reduces the unrounded certificate calculation by one fifth. Whole-certificate rounding can affect the final count.

That does not mean the complete installation price rises by 20 per cent. Equipment, labour, other incentives and the value assigned to each certificate are separate parts of the invoice.

For an invented example, suppose the assigned certificate discount falls from $1,000 to $800 while every other quote component stays unchanged. The customer contribution rises by $200, not by 20 per cent of the whole system price.

Those dollar figures are arithmetic examples only. Ask the retailer for the actual certificate count and assigned value used in your solar installation quote.

An illustrative price change: Before: Certificate discount: $1,000; After: Certificate discount: $800; Difference: $200 more if all else is unchanged
Illustrative arithmetic only. Not a quote or eligibility determination.

Put the delay question in writing

Ask whether the quoted customer price is fixed, which assumptions can change, when the offer expires and who bears a certificate difference if installation is delayed. Read the answer alongside the contract terms.

A useful comparison includes two versions of the same proposed system: installation before the year changes, and installation afterwards. Keep the hardware and installation scope identical so timing is the only variable.

Confirm what still needs to happen before installation, such as site assessment, network approval or a switchboard decision. An estimated booking is not evidence that every prerequisite has been completed.

Ask about delays: Booking: Which prerequisites remain?; Contract: Who bears a timing variation?; Revision: Compare identical equipment

Keep battery incentives on their own line

A combined solar-and-battery package can contain more than one incentive calculation. The battery program has its own capacity and timing factors; the PV deeming period is not a shortcut for calculating battery support.

Ask for separate gross prices and separate incentive lines when comparing a home battery with solar. This also makes a later change to one part of the system easier to understand.

If another provider advertises a much larger discount, compare the final installed scope and customer payment. A prominently displayed certificate value does not establish that the underlying package is better value.

Keep the calculation separate: Solar PV: Its own certificate calculation; Battery: Different capacity and timing rules; Final price: Check complete installed scope
Planning guide. Confirm the current requirements for your installation.

Choose the right system before chasing a date

Do not accept a different panel, inverter or installation layout simply to preserve an estimated incentive without understanding the trade-off. Ask for any substitution and its effect on performance and support in writing.

Keep the quote, variation terms, installation record and certificate assignment paperwork together. The records should describe what actually happened; installation dates must never be invented to obtain a larger entitlement.

Contact Lightning Energy for a quote that identifies the proposed system, installation assumptions and incentive calculation separately. Check the current rules again if the installation year changes.
