Australia — Did you know federal watchdogs have been sitting on a pile of tip-offs about Australia’s home battery rebate? Here’s what happened.
ABC News reported that whistleblowers have accused some solar battery operators of fraud and misconduct inside the Albanese government’s Cheaper Home Batteries Program — the scheme that can take up to around 30% off an eligible home battery system. The ABC obtained the material through Freedom of Information.
These are allegations, not proven findings. No companies were named in the released documents. But if you are shopping for storage right now, you deserve the plain summary.
Here’s what the tip-offs claim
Between March and June 2026, the Clean Energy Regulator received 95 tip-offs — hundreds of pages — mostly about the battery rebate program. According to the ABC’s reporting, tipsters alleged:
- Staged or mock installations photographed for rebate claims
- Batteries parked for photos, then removed
- Forged customer signatures and falsified paperwork
- Unlicensed workers doing cash jobs
- Rebate claims lodged before work was finished
- Customers left with unsafe or broken systems
In one extreme tip, a customer said an installer returned at night and removed fully paid-for batteries months later — and that police were called. Again: allegation, not a court finding.
Finn Peacock of Solar Quotes told the ABC the rush before subsidy changes created a massive temptation to push volume. He called the staged-job claims brazen. Consumer advocates said that, if proven, the conduct would undermine trust in the whole program.
Why this matters to you — not just Canberra
The program has scaled hard: more than 530,000 batteries installed since July 2025, with estimated cost now more than $7.2 billion over four years. That is real taxpayer money and real household deposits.
The Clean Energy Regulator says it has an active compliance program and that these allegations are under investigation. It can suspend operators or pursue civil or criminal action. Sales, contracts and refund fights still sit mainly with state consumer agencies and the ACCC.
The federal government says it has zero tolerance for poor behaviour from installers and pointed to existing SRES rules plus a coming National Technical Regulator. The opposition says it will seek a Senate inquiry.
Industry group Smart Energy Council said rule-breakers should be punished — and also noted that of hundreds of thousands of installs, only a small number were under formal CER legal investigation at the time of reporting. Volume does not equal guilt. It also does not mean you can switch your brain off when you sign a quote.

You are the one living with the system. Treat the rebate as a discount on a job done properly — not a reason to ignore red flags.
- Get the installer accreditation and electrical licence details in writing.
- Ask who will physically install — and who signs off.
- Match the quote to what will actually stay on your wall after photos.
- Do not pay the farm upfront for a rebate deadline panic story.
- Keep photos, serial numbers and commissioning docs yourself.
- If something feels staged, unfinished or unsigned, stop and escalate — CER, your state fair trading office, ACCC pathways as relevant.
