VEU Before the Victorian Election: Check the Rules and the Installer
How Victorian Energy Upgrades discounts work before the 2026 election, what accredited providers do, and what to put in a written heat-pump or heating quote.
How Victorian Energy Upgrades discounts work before the 2026 election, what accredited providers do, and what to put in a written heat-pump or heating quote.

An election headline is not a rebate approval. If you are planning a Victorian Energy Upgrades installation, start with the rules that apply to your actual product, property and installation date.
Victoria votes on 28 November 2026, according to the Victorian Electoral Commission. This guide checks the practical position on 4 November 2026.
The Victorian Government says VEU is legislated to continue until 2045. That does not lock every activity, product rule or discount at today’s settings. It also does not justify a sales claim that all support ends on election day.

Before relying on a claimed change, ask for the official rule, commencement date and affected activity. A campaign promise, consultation and enacted requirement are different things.
Compare quotes using the current programme requirements and a clearly stated installation date. Ask what happens if eligibility or the quoted discount changes before work starts.
Do not rush an unsuitable appliance purchase because someone says a rebate is about to disappear. Equally, do not assume a future announcement will reimburse a purchase you make today.

VEU discounts are funded through a certificate market. Accredited providers create Victorian energy efficiency certificates for eligible upgrades and sell them. The consumer discount is not a universal fixed cash payment.
An installer may be accredited or work with an accredited provider. Ask for the provider’s legal name and its role in your job, rather than relying on a logo in an advertisement.
The official VEU overview explains the certificate process.
Engage the provider before the upgrade and confirm the required evidence; do not assume a retrospective claim will work.
Check the VEU register of accredited persons. Some registered businesses facilitate certificates without carrying out the installation themselves.

Ask the quote to identify the exact appliance model, total installed price, discount, customer contribution and exclusions. Include electrical work, access, removal and commissioning where relevant.
A large advertised discount is not a comparison of two complete installations. Check the appliance, tank size, controls, warranty and support alongside the final amount you pay.
Our heat-pump quote checklist helps separate appliance supply from the work needed to make it useful at your home.

A heat pump needs suitable placement, recovery capacity and operating settings. A heating upgrade needs a design that suits the rooms and the household’s use. Programme eligibility is only one part of that decision.
See our guide to choosing a heat-pump installer and ask who will deal with an installation fault or a product warranty claim.
If several upgrades are planned, use our home electrification sequence to discuss switchboard capacity and timing before signing separate contracts.

Ask the salesperson to show how your upgrade qualifies and how the discount appears in the contract. Keep that explanation with the quote and any subsequent changes.
Contact Lightning Energy with your current appliance details and proposed upgrade. The useful starting point is a suitable installation with a documented incentive, not a political deadline used as a sales pitch.
